Why is littering still a problem in Singapore?

Experts say that Singaporeans always clean up after them,they become too lazy to do the right thing and clean up after themselves
Countries like japan, people there are forced to clean up after themselves because there are lack of cleaners, in Singapore people expects other people to clean up after themselves.
Different cultural attitudes
Other people from other countries and foreign workers came to Singapore and litter, most of them don't even care if there breaking the law. Some of them think that this not their country so they do not care.
The maximum fine for littering is about $2,000 for a first conviction those who persisted can be fined $4,000 for their second conviction, and $10,000 for their third and subsequent convictions.
